Libya Statement
Delivered by Dr. Shukri Al-Sadiq Ben Hamida, Minister Plenipotentiary, Permanent Mission of Libya to the United Nations
Mr. President,
At the outset, allow me to extend to you and to the members of the Bureau of the Fifth Committee my sincere congratulations on your election. I wish you every success in steering the work of the Committee and assure you of my delegation’s full support and cooperation.
The delegation of the State of Libya aligns itself with the statement delivered by the representative of Djibouti on behalf of the African Group. I would like to add the following in my national capacity.
The delegation of the State of Libya wishes to thank the Secretariat and the Advisory Committee on Administrative and Budgetary Questions for the reports on the financing of the United Nations Support Mission in Libya.
My delegation underscores the importance of the role played by the Mission in supporting Libyan efforts to achieve stability and in facilitating a Libyan-led and Libyan-owned political process, with full respect for Libya’s sovereignty, unity, independence and national institutions.
Mr. President,
Consideration of the Mission’s budget should be based on the requirements for implementing its mandate and should ensure the human and financial resources necessary for it to carry out its tasks efficiently and effectively. At the same time, we stress the need for the prudent use of resources, enhanced transparency and accountability, and the linking of expenditure to clear and measurable results.
In this context, my delegation believes that any proposals to reduce resources, abolish posts or restructure the Mission should be based on a clear analysis of their impact on mandate implementation. We look forward to receiving clarifications on the justification for these changes and on the extent to which they may affect the Mission’s ability to provide the required support within Libya.
We also emphasize the importance of making greater use of qualified Libyan expertise, ensuring fair and transparent competition for national posts, providing opportunities for Libyans to fill local positions in accordance with applicable conditions of employment, and investing in their training and capacity development.
My delegation further stresses the importance of close coordination with the Libyan authorities and of a clear delineation of responsibilities between the Mission and the United Nations agencies, funds and programmes operating in Libya, in order to prevent duplication of activities and make the best use of available resources.
Mr. President,
Improving administrative efficiency should strengthen the Mission’s ability to implement its mandate. We therefore call for clear and timely information on budget implementation, vacancies and proposed changes to the staffing table, so that Member States can take informed decisions.
In conclusion, the delegation of Libya affirms its readiness to engage constructively in the consultations, with a view to reaching a budget that responds to the Mission’s actual needs, ensures financial discipline and supports the efforts of Libyans to achieve peace and stability.
Thank you, Mr. President.
